    Frequently asked questions

How much is the EU spending on defence in 2025?

EU defence spending reached EUR 381 billion in 2025. This reflects a sustained increase in military budgets across the bloc following Russia's full-scale invasion of Ukraine and renewed NATO commitments.

Are EU NATO members meeting the 2% defence spending target?

Yes. All 23 EU Member States that are also NATO members now meet or exceed the NATO benchmark of spending 2% of GDP on defence. The 2% guideline has become a baseline rather than a ceiling, with several allies pledging higher levels.

    What is PESCO?

PESCO (Permanent Structured Cooperation) is the EU framework under which Member States jointly plan, develop and invest in defence capabilities. As of 2025 it comprises 74 collaborative projects spanning land, air, maritime, cyber and joint enabling capabilities.

    What are SAFE and EDIP?

SAFE (Security Action for Europe) is an EU instrument providing EUR 112 billion to finance joint defence procurement among Member States. EDIP (the European Defence Industry Programme) is the regulation supporting the European defence industrial base, which entered into force in December 2025.

Who publishes the EU defence monitor?

The EU defence monitor is published free by Beresol, a software company specialised in EU matters ("All the EU, with AI"), founded by Victor Solé Ferioli. It is one of Beresol's open EU policy intelligence monitors, with no paywall and no email gate.

How can I track EU defence and EU policy in real time?
