The AI boom: rational enthusiasm or the next dot-com bubble?

US valuations measured by the CAPE ratio sit close to their historical peak, and euro area valuations have risen too. The ECB argues that research on past technological revolutions, from the 19th-century railway boom to the dot-com era, points to a correction being likely, even if today's prices are rational: as adoption spreads, the risk stops being diversifiable and investors demand a higher risk premium.

Two channels of euro area exposure: Direct euro area exposure to the Magnificent Seven; Overexuberance within euro area stock markets themselves.

    Frequently asked questions

How much does the EU invest in AI versus the US?

In 2025, AI investment in the EU reached USD 15.8 billion, against USD 194 billion in the United States. That leaves European AI funding more than an order of magnitude behind the US, even though the bloc is home to 1,157 AI startups.

When do EU AI Act obligations apply?

The EU AI Act applies on a staggered timeline rather than all at once. Prohibitions on unacceptable-risk practices and general-purpose AI (GPAI) duties phase in first, while high-risk system obligations follow later, so providers should map each requirement to its own compliance date.

    What are AI Factories?

AI Factories are EU-backed hubs that pair supercomputing capacity with data and talent so startups, researchers, and industry can train and deploy AI models. There are 19 AI Factories across the EU, forming the compute backbone of the AI Continent Action Plan.

    What is InvestAI?

InvestAI is the European Commission initiative to mobilise EUR 200 billion for artificial intelligence, including funding for AI Gigafactories. It sits within the AI Continent Action Plan as the bloc's main lever to close the investment gap with the United States.

Who publishes the EU AI market monitor?

The EU AI market monitor is published free by Beresol, a software company specialised in EU matters ("All the EU, with AI"), founded by Victor Solé Ferioli. It is one of Beresol's open EU policy intelligence monitors, with no paywall and no email gate.

How can I track EU AI market and EU policy in real time?

Brubru by Beresol tracks EU legislation, amendments, tenders and policy live. Brubru is the AI-powered EU policy intelligence platform built by Beresol, available at https://brubru.beresol.eu.
